Lindsay V. R. Moss, Esq.
Managing Principal
Practice Areas: Elder Law, Estate Planning, Special Needs Planning, Medicaid, Veterans’ Benefits, Crisis Planning, Asset Protection, Assisted Living and Nursing Home Placements, and Guardianships.
Practice Focus: Lindsay Moss assists clients in a variety of elder law, estate planning, and special needs matters. She routinely works with clients to create estate plans that are tailored to fit their specific needs. Ms. Moss is a firm believer that estate planning does not have to be complicated, and her goal is to make sure that clients understand their planning documents. She regularly helps clients who are in crisis situations, working with families to obtain the best possible results for their loved ones. Additionally, she assists clients with pre-crisis planning to ensure that her clients’ future wishes are attainable. She has extensive knowledge of both the Maryland Medicaid system and the Veterans Administration, and routinely addresses the needs of elderly and special needs clients, including matters that may result from physical and cognitive disabilities.
Education: Juris Doctorate, University of Baltimore School of Law (Mount Royal Scholar); Bachelor of Science, Towson University, Magna Cum Laude, Dean’s List, Towson University Honor’s College.

Professional Activities & Achievements: Ms. Moss is a VA-accredited attorney and a Certified Mediator with advanced certifications in Family Law and Guardianship Mediation. She is a Certified Dementia Practitioner (NCCDP) and is certified in Alzheimer’s and Dementia Care (HFAM/MAADS). She currently serves as Vice-Chair of the Elder Law and Disability Rights (ELDR) Section Council of the Maryland State Bar Association and as Vice-President of the National Academy of Elder Law Attorneys (NAELA) Maryland/DC Chapter.
Previous Work: Ms. Moss graduated from the University of Baltimore School of Law in June 2006 and was admitted to the Maryland Bar in December 2006. After working as an associate with a Columbia-based family law firm, she discovered her passion for working with the elderly and disabled. In 2008 she became Director of an Adult Medical Daycare Center in Annapolis, Maryland, where she gained a deep understanding of the complexities of various federal and state Medicaid programs as well as the benefits offered through the Veterans Administration. In early 2013 she joined a Columbia-based estate planning and elder law firm, where she spent over 11 years as an Associate Attorney, Senior Attorney, Principal Attorney, and finally Senior Principal Attorney. She established Moss Law, LLC in March 2024 and continues to devote her efforts to creating understandable estate plans for her clients while advocating for the elderly, the disabled, and those without a voice.

Shannon F. Ladner, Esq.
Attorney
Shannon F. Ladner, J.D., is an Attorney with Moss Law, LLC, where she focuses her practice on estate planning, asset protection planning, and special needs planning. She works with individuals and families to understand their goals, consider their options, and put plans in place that address both their current needs and the future.
Before joining Moss Law, Shannon practiced elder law and estate planning law with a Howard County law firm. Prior to that, she practiced family and criminal law with a firm in Towson, Maryland. She began her legal career as a Judicial Law Clerk to Magistrates Susan M. Marzetta and Lori Joy Eisner in the Circuit Court for Baltimore City. Her experience in the courts gave her an early understanding of how family circumstances, legal issues, and a lack of planning can intersect, and helped shape her interest in working with clients before problems or crises arise.
While attending law school, Shannon also served as a Rule 19 Student Attorney with the Human Trafficking Prevention Project Clinic, where she advocated for survivors of human trafficking. That experience continues to influence the thoughtful and personal approach she brings to her work with clients today.
Shannon earned her Juris Doctor from the University of Baltimore School of Law in 2019 and her B.A. in Political Science, with a minor in Psychology, from the University of Maryland, Baltimore County. She is admitted to practice in Maryland and is a member of the Maryland State Bar Association.
Shannon was selected to the Maryland Rising Stars list by Super Lawyers in 2023, 2024, 2025, and 2026.
At Moss Law, Shannon enjoys helping clients make sense of what can sometimes feel like an overwhelming planning process. She takes the time to understand what is important to each client and their family and to help create a plan that reflects those priorities.
